The table below demonstrates that FADGI compliance doesn’t mean anything until you define the resolution, size, and FADGI star rating. So the Suprascan is 1 star compliant for A0 at 600 dpi while being 3 -4 star compliant for A0 at 400 dpi. The last line identifies the document size the manufacturer says the machine is FADGI 2-star compliant for 600 dpi – the size is a little smaller than A0. <o:p></o:p></span></p><p class=MsoNormal><span style='color:#1F497D'><o:p> </o:p></span></p><p class=MsoNormal><b><span style='color:#1F497D'>What the manufacturer spec sheets say:</span></b><span style='color:#1F497D'> The manufacturer advertises the machine to have an optical resolution of “A0 600 x 600 dpi”, and separately to indicate “Compliant with … FADGI standards”. On reading the various specification sheets from the manufacturer it never commits to FADGI Two Star for 600dpi for A0. In fact, all the documents I reviewed seem to indicate “FADGI Compliance” without providing the additional detail regarding the various levels (star rating) and resolution detail. As mentioned above, FADGI compliance is multi-tiered and linked to specific optical resolutions. I don’t think this is intended to be miss-leading because incorporating all of the specific FADGI levels into a spec sheet is impractical.<o:p></o:p></span></p><p class=MsoNormal><span style='color:#1F497D'><o:p> </o:p></span></p><p class=MsoNormal><b><span style='color:#1F497D'>What the contract says:</span></b><span style='color:#1F497D'> Paragraph 5.3 (page 5) reads “…Kirtas will calibrate and test the equipment on-site and provide certification to TLCPL indicating that the scanner’s digital imaging quality meets at least the two-star performance level as described in (FADGI reference).” And, paragraph 5.4 states “TLCPL reserves the right to hire an independent firm to confirm the calibration and quality of the digital imaging meets the FADGI standards.” So while the contract states “two-star performance” it does not reference what optical resolution to use. There is little question that Mr. Williams can certify the scanner meets FADGI standards at various resolutions.<o:p></o:p></span></p><p class=MsoNormal><span style='color:#1F497D'><o:p> </o:p></span></p><p class=MsoNormal><b><span style='color:#1F497D'>So how did we get in this situation?</span></b><span style='color:#1F497D'> Bart came on site and set the machine up for 600 dpi resolution and A0 size. Don Williams evaluated for 2 star performance level at that resolution. In hindsight, the machine should have been set up at 400 dpi and it would have passed the 2 star performance requirement. Alternatively, we understand it would pass 2 star for 600dpi at A1 size as well. <o:p></o:p></span></p><p class=MsoNormal><span style='color:#1F497D'><o:p> </o:p></span></p><p class=MsoNormal><b><span style='color:#1F497D'>Go forward plan:</span></b><span style='color:#1F497D'> We would like to have Bart come back to Toledo tomorrow (Wednesday) to set the machine up for FADGI testing at 400dpi/A0. He can bring a test target, and then will upload the images for Don Williams to evaluate. We are trying to get Don nailed down to review the images promptly and provide certification back to Toledo.<o:p></o:p></span></p><p class=MsoNormal><span style='color:#1F497D'><o:p> </o:p></span></p><p class=MsoNormal><span style='color:#1F497D'>Jeff, we could have prevented this had the machine been set up at 400 dpi for A0, or 600 dpi for A1, to achieve 2 star performance rating. Obviously, Bart thought he was to test at 600dpi/A0, as did Don. Had we known otherwise we clearly would not have tested at this level.
