Cleveland Public Library maintains a digitized version of the Plain Dealer for cardholder patrons.  I think I found the article, and will email it to the address listed in the original post.

>My Name is Einav and I'm the research assistant to the Margaret Sanger Papers Project. We are desperately looking for a full version an article regarding Sanger's lecture to the City Club on December 14th 1929. It is probably from the Sunday edition from December 15th, 1929. It has a big illustration of Sanger next to the article.
>
>For some reason this does not appear on the microfilm. We were wondering whether the Dealer had a few editions? Or a few sections to the paper on Sunday, which one has not been microfilm. Any information regarding this would help. Also, does any one out there know how to get a copy of the article? Is there an archive that holds actual copies of the paper?
