Tomorrow is Ohio Statehood Day and many of us will be in attendance advocating for a variety of issues related to our profession.  Here is another important advocacy issue that needs your immediate attention!
The National Historical Publications and Records Commission (NHPRC) is likely to be targeted for defunding this year and needs your help!  Please take a few minutes to contact your local Congressional representative and urge them to support funding NHPRC at $10 million (see details below).

Action needed: Urge the members of the House Appropriations Subcommittee on Financial Services and General Government to provide $10 million in funding for the National Historical Publications and Records Commission for Federal FY 2016. The Subcommittee will consider NHPRC funding on June 16-so your help is needed to reach the members by March 11, 2015.


The issue: The President's proposed budget for Federal Fiscal Year 2016 recommends funding of only $5 million for the National Historical Publications and Records Commission. This is a 35% reduction in NHPRC's budget in just the past five years. While NHPRC makes substantial contributions with very limited funding, another year at a static $5 million will seriously cripple this important program.


What you can do: Email, fax or call your member of Congress to urge support for NHPRC funding at $10 million. If your local representative is not a member of the Subcommittee, your organization can fax or email letters to the Subcommittee chair and the Ranking member requesting a funding level of $10 million. We also encourage you to email, fax or call your representatives urging their support and asking them to share their concerns with the House Appropriations Subcommittee. Email, call or fax by March 11, 2015.


Make your request direct and clear. Ask the Subcommittee to fund NHPRC, a grant program of the National Archives, at $10 million for FY 2016.  Whether calling, faxing, or emailing, a few short sentences, including a specific example about the benefits of NHPRC to your organization and constituents, is all that is needed. Fax or email your letter, as postal mail does not reach Congressional offices in a timely manner. Even better, call, or follow up your fax/email with a call. Each contact will make a difference.


It is imperative we make the voice of the archival community heard loud and clear.  The time is now, the choice is ours. We can only make a difference if we take action.

Why Congress should fund NHPRC at $10 million for FY 2016: Points to make in letters/calls/email


Federal budget reductions must be done in a way that ensures savings without recklessly damaging essential programs like NHPRC.


Programmatic reasons to fund NHPRC:

*         When Congress created NHPRC, it recognized that the history of this country does not take place in federal offices in Washington D.C. alone, and that significant evidence of national issues exists in the states, regions, and lives of individuals around the country. Give examples of how NHPRC grants have ensured that historical evidence of your state/region has been made accessible and why it is critical to the national story. For example, a grant funded to preserve and digitize records relating to the building of the Erie Canal provides essential evidence of both the beginning of westward migration, as well as documenting the first major public works project in the United States.



*         Federal funding is provided to states to support the infrastructure in transportation, telecommunications, law enforcement, education, healthcare, banking, and many other areas of life in the United States. NHPRC funds support the historical and cultural infrastructure of the United States by ensuring that the essential evidence of how this country's history and people effect and are affected by national developments and issues.


Fiscal reasons to fund NHPRC at $10 million:

*         Since NHPRC's inception in 1964, it had been authorized at $10 million. In 2014 dollars, that $10 million would be equivalent to more than $76 million. NHPRC is already operating under serious fiscal reductions- further cuts would be devastating to program outcomes.

*         Historical records projects are "jobs-heavy." On the average 75% of funds for NHPRC projects are used to create or sustain existing staff.


*         Other historical and cultural programs of the federal government are slated for increases in the President's Budget: NEH received $2 million more, IMLS $9.6 million more, and NEA funding is proposed to increase $2 million.


*         Archives are more than historical and cultural institutions. State and local government archives provide access to records that assure citizens' rights, hold government accountable and provide transparency. All archives are permanent repositories of institutional records providing research, access and transparency.


*         NHPRC requires a 50% cost-share from all its grantees, stimulating expenditure of local dollars to match the federal investment.
