TO: NATIONAL COALITION FOR HISTORY POLICY BOARD AND ALL MEMBER ORGANIZATIONS: I'm pleased to report that late Friday, just before adjourning for its Thanksgiving recess, on voice vote the Senate joined with the House and passed the conference report accompanying H.R. 3058 (H. Rept 109-307) the Treasury/Transportation appropriation bill that provides funding for the National Archives and Records Administration (NARA) and the National Historical Publications and Records Commission (NHPRC) in FY 2006. The bill is now on its way to the President's desk for signature. Funding for NARA was set at $283.045 million. As we in the history and archives community had hoped and worked so hard to bring to fruition, in the end, Congress appropriated $7.5 million ($5.5 million for grants and $2 million for staffing and administration) to the NHPRC. A special thanks to all the organizations that signed the joint letter to conferees that was delivered a week or so back to all the conferees urging them to adopt the House numbers for the NHPRC. A special-SPECIAL thanks to all the efforts throughout the year especially by NCH member groups the Association for Documentary Editing, Council of State Archivists, and the Society of American Archivists for their sustained effort to see that the NHPRC was not zeroed out this year as recommended by the White House. Other items of interest in the passed bill: The ERA project will get $37.914 million including $22 million in multi-year funds that must be spent by September 2008; $9.782 million will go for construction projects including the Alaska regional archives facility, the LBJ library plaza renovation, and the JFK library redesign project. Also, $4 million is poised to go to the Nixon Library: $2 million for the move of papers to the library in California and $2 million for the construction of the archives/library addition to house them -- not exactly a very good precedent, but with Rep. Jerry Lewis (Chair of the House Appropriations Committee) supporting the funding there was little anyone could do to derail this earmark. This brings to a close what certainly was one of the toughest years in recent memory for NARA (especially for the NHPRC) appropriations. More details will be in this week's NCH WASHINGTON UPDATE. R.
