by the National Historical Publications and Records Commission (</span><span style="color:black"><a href="https://www.archives.gov/nhprc" target="_blank"><span style="color:#0000CB">NHPRC</span></a></span><span style="color:#373737">), an arm of the National
Archives and Records Administration (</span><span style="color:black"><a href="https://www.archives.gov/" target="_blank"><span style="color:#0000CB">NARA</span></a></span><span style="color:#373737">).
