<p>Lately there have been several messages on the <a

technology. Many libraries are finding that their Internet connections
— which were just fine last year — are overloaded this year, and are
looking to traffic shaping as a possible solution to this problem. We
thought it might be a good idea to talk a little about this technology
and how it might be used by a library.</p>
