[OPLINLIST] Collection Agencies/Overdue Fines on a Library Card

Hi All,
First, thanks to each of you who responded to my
Collection Agency question. Everyone who responded
said that they deal with Unique Management 
(www.unique-mgmt.com) in Jeffersonville, Indiana and
that, overall, libraries have been successful in their
dealings with this company.

My next question relates to patrons & especially
individual members of a family, each of whom have
cards and their ability to check out materials when
they owe fines. For example, mom comes in and
"discovers" that the fines on her card are too high
for her to check out materials. She then goes on to
little Johnny's card (with same problem), then little
Janie's and so on until she has been through
everybody's card in the family. Does anybody out there
block a family's cards if they have too many fines on
them? How do you handle a problem of this magnitude?
