As you know, OPLIN has as its goal expanding database access to all Ohio
residents, while minimizing the costs to each individual library that
currently pays for content.  OPLIN intends to complete a state contract =
with
Learning Express for Ohio public libraries.  As a first step, we have =
asked
that existing business be moved to a single group contract.  We do not
expect that this first step will in itself mean lower costs to libraries
that currently subscribe.   It will, however, make it easier to manage
Ohio's total investment and we expect to obtain such per-library savings =
in
subsequent years as we negotiate ways to expand the contract.

The OPLIN contract may begin in January, but would be adjusted to a =
fiscal
year (July to July) contract during 2005.   This will be complicated by =
the
many staggered stop/start dates of Ohio's libraries, folding in each =
library
will require adjustments.   Because many Ohio libraries are coming up on
renewal, we suggest the following:

Libraries should renew their licenses as they would have otherwise, but
should make sure their contract has a clause that mandates a prorated =
credit
for OPLIN when a group contract is completed.  We have been assured by
Learning Express that they will do this, but we suggest each of you also =
ask
for it and ask for it in writing..
