Here's a link to some current information.
It appears that the PAC or "Gates" security toolkit has been retired,
and the Microsoft Shared Computer software is now available.
It looks like several new features have been added since the beta and
I'm looking forward to playing with it.

Assuming you are using windows XP use the Policy to hide the C: drive
and My Computer and then just put a shortcut for Windows Explorer on the
desktop. Also look up the Microsoft Shared computing kit for help with
lockdowns and policies. XP allows you to drag and drop copy files to a
CD writable drive within explorer.

Subject: [OPLINTECH] CD writers on Public computers
I'm sure this issue has been brought up in the past so I apologize. We
would like to make CD writers available on Public computers. Our
concern is making them available without compromising computer security.
I don't want to give the public account access to the C drive if I don't
have to. Currently, we have Windows 2000 and we are using Active
directory settings to button down on what the public has access to. The
new computers will be running Windows XP. If anyone out there has
implemented this, how did you go about doing so?
