This is a Full-Time, Permanent, Exempt, Unclassified position (may

Job Duties: The State Library of Ohio is seeking an experienced senior
leader to serve as the Chief Information Officer (CIO) and manager of
its Information Technology Office. The State Library supports numerous
internal complex IT systems utilizing a variety of tools and
technologies. The agency's network system has recently been upgraded to
take advantage of newer technologies and expansion. The successful
candidate will serve as the lead person on these and other projects that
are in various stages of the development lifecycle.

The CIO is responsible for coordinating the overall design, maintenance,
security and implementation of the computer systems and internet working
services; directing and coordinating the operation of the enterprise
information technology services for internal and external customers
(Central Office & SEO Library Center); provide high-level information
technology consulting to internal and external customers, and partners.
The CIO should have working knowledge of Microsoft, Sun Solaris, UNIX &
Linux operating systems, and CISCO networking equipment. This
unclassified management vacancy reports to the State Librarian and has
nine direct reports consisting of seven IT staff, a marketing
communication manager, and the head of the SEO Library Center. The SEO
operation is located in Caldwell and consists of twenty-three staff,
which includes library, clerical, and IT/computer operations. The CIO
will be expected to set priorities, assignments, evaluate and set work
procedures; design, develop and implement new or improved services; work
with vendors to research and find solutions for identified problems and
new products. In addition, the CIO will be expected to participate in
Statewide projects; act as a liaison to vendors; assist staff in meeting
customer I.T. service requirements; manage spending, budgeting and
planning for IS&T. The successful candidate for this position will be an
experienced I.T. professional with a willingness to take on new
challenges, value people and build a collaborative working environment.
This CIO must be able to assess both processes and people and use good
judgment in introducing new ideas. In addition, this CIO must possess
well-developed and effective interpersonal skills. 

The primary duties of this position include: Managing and directing a
team of IT professionals; assess customer needs and respond with
solutions; prioritizing work effort based upon the Library's needs;
working with management to continually improve the performance of the
system and to update/improve relevant processes and procedures. 

Minimum Qualifications: 12 mos. exp. as Network Administration
Supervisor, 67135.
-Or 2 yrs. exp. as Network Administrator 3, 67133.
-Or ECNE or equivalent network certification; 12 mos. trg. or 12 mos.
exp. in supervisory principles & techniques.
-Or two or more of following or like network certifications: CNE, CBE,
MCP: 12 mos. trg. or 12 mos. exp. in supervisory principles &
techniques.
-Or equivalent of Minimum Class Qualifications for Employment noted
above.

Preferred Qualifications: Beyond the minimum qualifications, the State
Library will be screening applications in search of candidates who also
posses the additional experience and qualifications listed below.
The ideal candidate will have: A positive and proactive problem-solving
attitude.
Strong communication, interpersonal and group facilitation skills.
Ten years of IT experience inclusive of at least five years experience
managing and directing IT professionals.
At least five years experience in testing IT solutions.
Experience with technology in a library setting.
Ability to manage complex projects.

Unusual Working Conditions: May require travel throughout State of Ohio
& may require overnight stays. (Must be willing to secure a valid Driver
License OR supply your own transportation.)

Worker Characteristics Requirements: Knowledge of computer science;
computer network hardware, software & operating systems & procedures;
network administration; employee training & development; supervisory
principles/techniques; budgeting*. Skill in operation of computer &
peripheral equipment & keyboard operations. Ability to comprehend &
discuss large number of technical variables & determine course of
action; cooperate with co-workers on group projects, resolve complaints
from network users & establish friendly atmosphere as supervisor.
