[OPLINLIST] Libraries are essential to a community's economic development and prosperity...an "article of faith'?

Does anyone have a citation for a study from an economic development
office, governmental agency, consulting firm, or private industry that
states a library is an essential service?  Twice in the past month I
have read an editorial stating a public library is essential to a
community's economic development and prosperity.  While I hold this to
be true, some may believe it to be an "article of faith" by librarians
and others.  It would be good to have on file such sources to quote when
needed.
