[OPLINLIST] Name of short story/novella

Greetings!

 

A patron is seeking the name of a short story (or novella) she read
approximately 50 years ago. She thinks the author may have been Isaac
Asimov, Robert Heinlein, or Robert Silverberg. The story (or novella) was
set in the future, where criminals are exiled across a river (possibly the
Mississippi River) to live under an anarchist. One criminal escapes back
across the river. Does anyone remember a story or short novel with a plot
like this? Any assistance that you can provide would be greatly appreciated.
