[OPLINLIST] Compilation: Fines and Fees

Here is a compilation of the fines and fees that were submitted.  I compared
them to a survey of fines and fees that was taken about three months ago and
several libraries have increased their fees, although only by five or ten
cents, and not across the board.  DVD fees tended to hold steady, for
example, while book fees have increased and some libraries have started
charging for ILLS, Obits, phone use, and other "side" services.  Other
libraries, instead of increasing fees, have stopped providing services like
bags.  I did not include maximum fines since not everybody sent them and I
included the results of a recent fax charges survey.
