[OPLINLIST] Trustee Participation by skype, telephone or videoconferencing

Greetings,

The Lakewood Public Library is looking to obtain copies of library
board by-laws, or at least that part of by-laws that addresses
trustee participation at board meetings by phone, via Skype
or videoconferencing.

We are not asking for a legal opinion on this issue as we already have
one. What we do want is to see if other libraries have addressed this
issue and, if so, what they are doing.
