The codes you wish to use for your emergency plan were developed by the Hospital Association of Southern California in 2000.  I found an abstract to an article by the HASC's A. Truesdell on PubMed, Meeting hospital needs for standardized emergency codes--the HASC response (Journal of Healthcare Protection Management) http://www.ncbi.nlm.nih.gov/pubmed/16535937 .
