[OPLINLIST] Dual Internet connections at your library?

     If you are currently paying for an additional Internet connection to
your main library we'd like to hear from you. A few libraries we've run
into are using a non-OPLIN connection to pass generic Internet traffic
out, and only using the OPLIN connection for library-related
traffic. Since the volume of library traffic is low, these libraries won't
ever qualify for an upgrade to their OPLIN connection, and will be stuck 
paying for that extra line.

We're looking for a way to identify libraries in this situation, and
then justify an OPLIN paid upgrade to the OPLIN connection, so that you
can cut that extra line out of your budget.
