Hi, Marsha,

No, they're two different things. People can apply for services at
Benefit Bank sites, too. The Ohio Benefit Bank is public-private
partnership between the Governor's Office of Faith-Based and Community
Initiatives, the Ohio Association of Second Harvest Foodbanks, and many
nonprofit, governmental and private-sector partners. Trained volunteers
at more than 1,200 Benefit Bank sites can check people's eligiiblity for
programs and submit applications for them, so that they don't have to
visit their county agencies. For more information, go to
http://www.governor.ohio.gov/Default.aspx?alias=www.governor.ohio.gov/ob
b.

The Online Benefit Application takes this service one step further by
allowing people to apply all by themselves, online, wherever they can
access an Internet connection.

So basically there are three ways to apply for food, cash & medical
assistance now: (1) at the county agencies, (2) at Benefit Bank sites
and (3) online.
