[OPLINLIST] payment question

Do other libraries accept partial payments on fines or lost items and allow
the patron to continue using the library?  Do you have set payment periods,
like every two weeks, monthly, etc.?  Do you block the card if a payment is
not made?  Do you have a minimum payment amount?  How do you record that the
patron made a payment, so all staff will know and not hassle the patron?
We do not accept credit or debit cards at this time.  Would this alleviate
this irritating problem somewhat?
