[OPLINLIST] Collecting Personal Information

Our library is considering collecting Driver's License/State ID numbers.  Our collection agency has been having a hard time finding patrons who have permanent addresses and/or those who fail to update their address/phone with us.  How many libraries on the Oplinlist do the same thing and who doesn't (and why not)?  Thanks in advance!
