[OPLINLIST] Juvenile Cardholder Privileges

My library is taking a closer look at what privileges should be given
automatically to juvenile cardholders when they are first given their card,
along with what privileges the responsible party needs to sign off on.

At our library, unless the responsible party has signed that they *do not *want
the child to have DVD or Internet access (or both), the child automatically
has those privileges on their card.

How do you deal with this issue in your library? Do you
arbitrarily restrict what can and cannot be used by a juvenile or do you
leave it up to the parent? If you do leave it up to the parent, what kind
of power is the parent given as far as dictating what the child can and
cannot do?
