[OPLINLIST] Microsoft Office declines

We applied as educational and got approval in less than 24 hours.  Maybe the problem is in "non-profit."

Have many libraries been declined for the Microsoft educational licensing for Office 365 (email)?

We heard of one that we thought made sense, because it was an association library, but now we've got word of a school district library that got a message back from Microsoft saying, "We reviewed your request and determined that <name> Public Library is not eligible as a Microsoft Qualified Nonprofit Organization." This was after they signed up for a trial E3 subscription.

Is that happening pretty commonly? Is it worth appealing? (Any other good alternatives you folks have found?)
