[OPLINLIST] Filtering

Since January of this year we have additional licensing for OpenDNS that
allows filtering with workstation granularity through a couple different
methods. The original notice went out to the lists on Jan 27th with the
subject "Enhanced features for OPLIN provided OpenDNS accounts".
