[OPLINLIST] Duplicate card question

In COOL, we limit patrons to one account.  When we merge duplicate 
cards, we give patrons the option of what card they want to make their 
primary account.  The other accounts, along with holds, fines, fees, 
etc., get merged into that account and the old cards are no longer 
valid.  Our policy simply says they can only have one account.  The 
merging of accounts is all procedural and is not part of the policy.  We 
also only merge accounts if we are 100% sure it is the same patron, by 
checking information such as DOB, addresses, driver's license number, etc.
