Good Afternoon E-Rate Community,

The FCC recently directed USAC to allow applicants to resubmit invoices, or
Billed Entity Applicant Reimbursement (BEAR) forms, which had been timely
filed between August 2014 and July 2016 and that were rejected "based on a
lack of timely service provider certification before the invoice filing
deadline." The FCC directed USAC to allow for re-submission of these BEARs
and processing within the next 90 days.

If you have a BEAR form that was rejected, meeting the criteria mentioned,
you will receive a hard copy letter from USAC, notifying you.  The letter
will include a copy of the previous BEAR, and the 90-day deadline.

To refile the BEAR form, go to the USAC legacy system at  https://www2.sl.
universalservice.org/bear/login.aspx.  After logging in, click on "New BEAR
Form", and complete the application.  Pay special attention when entering
the date in Column 10 or 11.   Be sure to use the date appropriate for the
funding year you're applying for. The BEAR will be processed under the new
procedures where service providers are no longer required to certify your
application, and once approved, the monies will be electronically deposited
to the bank account referenced on your Form 498.

Please note, your service provider(s) must have a Service Provider Annual
Certification (SPAC) Form on file for each Service Provider
Identification Number
(SPIN) indicated on your BEAR form.
