[OPLINLIST] Issues with Chilton

Reported yesterday, Chilton made a change to their vendor website which was
breaking in-library and remote access for all libraries. We were able to
determine the issue and correct the problem for all remote users behind the
OPLIN proxy service, but in-library access directly to the vendor was still
broken. To alleviate this issue we've temporarily redirected all in-library
Chilton access through the OPLIN proxy system, restoring access for
libraries while we wait out a Chilton fix on the vendor end.
