The Public Library of Youngstown and Mahoning County<https://www.libraryvisit.org/> (OH) seeks experienced Human Resource Director to direct and manage all human resource functions and guide organizational culture in support of the Library’s values and mission. PLYMC is a county-wide system serving 238,823 residents, governed by a 15-member Board, supported by a stellar staff of 181 FTE and a $15,236,101 annual operating budget. The Human Resource Director is an integral member of the PLYMC’s executive leadership team. Under the direction of the Executive Director, the Human Resource Director acts as a strategic partner and collaboratively contributes to planning, organizing, and executing library operation strategies.



Responsibilities. (1) Oversees all functions of the HR Department including compensation, benefits, performance management and compliance. (2) Responsible for the planning, management, and execution of HR and employee-focused projects. (3) Directs employee recruitment, retirement and termination, through adherence to legal and labor agreement provisions.  (4) Ensures compliance with federal, state and local legal requirements related to EEO, OSHA and Workers’ Compensation. (5) Responsible for labor relations, which includes contract negotiations, periodic meetings with union representatives, and processing grievances. (6) Collaborates with Staff Development Director and other SMEs to develop and coordinate employee training and development, which includes the support of the Library’s Wellness, Safety, Diversity and Training Committees. (7) Uses data and analytics to drive decision making within the function and to advise Library management. Participates in the budget process. (8) Participates as member of the Administrative Team – attends meetings, actively gives input to strategic decisions, long and short-range plans and other library issues as needed.



Qualifications.  Minimum five years’ experience in human resource work in progressively responsible positions, preferably in a union environment. Master’s Degree in Business Administration, Human Resources, Public Administration or related field, or equivalent relevant experience. Must be able to demonstrate a high degree of knowledge, competence, and interest in working with computer technologies. Demonstrated ability to lead and supervise people and projects, and to maintain effective working relationships with others. Strong analytical and quantitative skills. Excellent communication skills, both verbal and written; requires the ability to maintain a helpful, pleasant, and tactful demeanor even when stressed by demands of difficult situations. Excellent attention to detail and accuracy. Excellent problem-solving ability.



Compensation.  This is an exempt position with a salary range of $56,800 – $85,200 (negotiable with experience) and an excellent fringe benefit package including a pension plan with the Ohio Public Employees Retirement System (OPERS).
