[OPLINLIST] LAP Language Action Plan

Hello,

Does any library have a Language Action Plan (LAP)?  This is a plan that outlines how a library would serve the needs of patrons who have limited English proficiency.  We need to write one for a grant we are applying for, and wondered if anyone had one they could share.
