For those who are attaching an application for broadband stimulus funds
to the statewide Connect Ohio application, you may want to see the draft
of Connect Ohio's Project Description, which currently reads:

"Connect Ohio's Community Technology Center Program will enable
increased capacity of community technology centers. The program will
provide a statewide central registration portal, standardized
curriculum, public awareness, trainer training and substitute resources,
technology support resources and administrative oversight. This program
will relieve the burden of administrative tasks from the community
technology centers creating efficiency and enabling them to keep their
focus on serving their constituents."

This text has also been added to http://www.oplin.org/applyBTOP.

Note that the training aspect of Connect Ohio's program is
train-the-trainer, a couple of people who will travel around the state
and do standardized training of public computing center staff rather
than providing a corps of trainers to train the public. In some cases,
libraries may wish to ask for funds to expand their in-house training
staff.
