You could try OpenFire

It's an Open Source Chat/IM server that is licensed under the GPL

http://www.igniterealtime.org/projects/openfire/index.jsp

It is based on the Jabber protocol...you can set up your own local chat
server, 

It is a full-featured product, Runs on Linux or Windows and is Open Source

You can also run their Jabber Client Spark

pointing it to your OpenFire chat server and you can have a LAN chat...Spark
client also supports voice and other features

I found this digging around the other day, but I haven't had the chance to
try it yet or talk to the developers about how the licensing scheme works,
but according to their site, the License is GPL v2


It could be a option though.

I have installed libraryh3lp (http://libraryh3lp.com/docs/h3lp) on our
intranet . It's inexpensive and is designed for libraries. Lots of options,
too.
