[OPLINTECH] Number of public computers based on service population

Hello

I recall reading an article on www.ala.org that it is considered a good
practice for a public library to offer 1 public computer per 1500 
people in the PL service population.

I have lost the citation though!  Does anyone recall a 
standard number of public computers a PL should have in regards to it's
service population? - that has a citation?
