Sorry about the confusion over the "Participation Letter" at 
http://www.oplin.org/information-and-forms-statewide-arra-applications. 
It refers to a spreadsheet that you will be receiving separately (along 
with the participation letter again) from Connect Ohio -- if you filled 
out the Connect Ohio survey.

I posted the letter on our website because it has so much detailed 
information about the grant application process.
