The easiest way to do that probably involves taking out the power grid.
It has less built-in redundancy than the internet.  (Iowa and Calgary
aren't Armenia.  The tier-3 ISPs have redundant upstream providers, and
the tier-2 providers have multiple peers plus paid transit arrangements.
You can't just cut one cable and disconnect everyone.  You can take out
a tier-4 ISP by cutting one cable, but they service a minority of the
internet-using population in a more limited geographical area.)
