I found and fixed the issues, thanks for the help.

To anyone curious, the two people who reported problems had unrelated causes. 

One site was a ClevNet site which used the very last ip in their block for their gateway. I was in the mindset of sites that come to the OPLIN core having full subnets, so my SQL query was looking for ip numbers less than the top of the range and greater than the bottom. I had to change it to >= and <=.

The other issue involved the PHP ip2long function using 32 bit unsigned integers as its return value. Some ips would create a large enough decimal number that it would wrap around and become negative.

No problems at Norwalk. We are using IE8 though (still using XP) and I am in the library. Used Firefox and had no problems with it either.
