[OPLINTECH] New OPLIN SMS Gateway Feature

All,

While rebuilding the SMS gateway I added the ability to handle custom error/reply contacts and automated replies on a per library basis. To set this up I'll need a couple bits of info from you.

#1 An email address I should send error notices to. Any sending errors or STOP notices from patrons will be sent to this contact.

#2 Either an email address you want patron replies sent to, or a message that will be texted back to the patron if you don't want to accept replies.

The new default behavior of the gateway without these values is to do nothing.
