[OPLINTECH] New WiFi connection stats reporting / captured portals

We have an idle timeout set on our captive portal.  I think it is set at 60
minutes.  This allows patrons to leave for a short time and they won't have
to agree to the AUP when they return.  Any device reconnecting outside of
that 60 minute timeout will get counted again.  They will have to accept
the AUP again, so they get counted again.  I am not saying that this is the
right way, but it is how we do it.  We figure if it is a short time away
then we won't annoy them a second time with the AUP.
