I have looked into what TechSoup offers, however Sprint coverage is lacking

Have you looked into the TechSoup program with Mobile Beacon? You can get up
to 10 per year for a low administration price from TechSoup and then pay
Mobile Beacon $10 per month per device. The service is through Sprint. We
have been using them for a little more than a year and are very happy with
the coverage and the support. And we can't beat the price.
