<p><strong><b><font size=2 face=Arial><span style='font-size:10.0pt;font-family:
Arial'>Summary & Impact:</span></font></b></strong><o:p></o:p></p>
<p><font size=2 face=Arial><span style='font-size:10.0pt;font-family:Arial'>At
approximately 12:50pm MDT on Sunday, September 18, 2005, The
TWTC TCP/IP network experienced network congestion due to failures of some
Transit and Peering routers. Several services were interrupted including
DIA/EIS, ENLAN and L3 VPN.</span></font><o:p></o:p></p>
<p><font size=2 face=Arial><span style='font-size:10.0pt;font-family:Arial'>Transit
and Peering routers failed during this outage, which caused numerous
peering/connectivity issues between TWTC's network and many of our peering
partners. TWTC internet customers (DIA/EIS) may have been impacted by
this outage. This also may have affected customers on other provider
networks trying to reach destination hosts (websites/servers) which reside on
TWTC's network. ENLAN and L3 VPN customers may have lost connectivity
during the outage.</span></font><o:p></o:p></p>
<p><font size=2 face=Arial><span style='font-size:10.0pt;font-family:Arial'>At
approximately 2:16pm MDT, TWTC TCP/IP Operations & Engineering
personnel had recovered a majority of the affected Transit and Peering routers.
</span></font><o:p></o:p></p>

approximately 2:30pm MDT, All peering and VPN services were completely
restored. </span></font><o:p></o:p></p>

is continuing to work with our vendor to determine a root cause and a permanent
corrective solution. TWTC continues to monitor Transit
