Seems to me I may have once seen a book (several even) on using the
Gimp. Could be something to add to a library's collection and pull
out when a patron wants to use the program.
I have to disagree about paint.NET. It's a bit easier to use
than GIMP. I don't have a PhotoShop background so GIMPs
learning curve is VERTICAL. *not* intuitive, in my book.

But as far as having it available - it's free, VERY powerful,
VERY flexible, and definitely worth the install. (I full
endorse GIMP... just can't used the damned thing to great
success, myself).) Upgrades/patches are not a big deal -
install it and forget it, so management is easy.
Now... training patrons on how to use it, on the other hand...

The Gimp
is pretty patron-computer friendly. I used to install it
on patron computers as a matter of course, but haven't so
much lately. Mostly just because it caters to a pretty
specific audience: people that want to do advanced
graphics editing (retouching photos...things of that
nature). For the very casual photo editing, some of the
other programs out there might be a little easier to use
for novice users. Gimp is very powerful, but has a steeper
learning curve in my opinion.
