Beware the "free" microfilming offers (free as in kittens, perhaps).
We have been investigating options for several years and have been
lured by "free" offers. The fine print needs to be scoured for
things like "free access to the data for five years and then leasing
charges apply" or "software will be provided for accessing the
database".<br>

Be careful with copyright - If the newspaper is still being
published, you need the permission of the publisher to digitize.
However, if you are using microfilm, you also need the permission of
the film producer. If you get these permissions, they probably won't
allow you to "give" their intellectual property to a third party to
resell, which is what some of these companies will do.<br>
<br>
As for the software to access the database, if it is proprietary and
the company goes out of business, do you have the source code to
maintain your access? Is the data prepared in a standards-compliant
format that can easily be exported/imported to another system for
continued access?<br>
<br>
As I said, we've been investigating this for a couple years now and
have determined that we will have one of the major vendors do the
work for us and provide the scans in the three standard formats:
master tiff, OCR PDF, and JPEG2000. This allows for importing into a
standards-compliant system like CONTENTdm or perhaps an open-source
system.<br>

The Ohio Historical Society (now Ohio History Connection) (Jenni
Salamon) has been a tremendous resource for us and very helpful in
sorting out everything.<br>
