[DPLAsteering] DPLA Technical final report

I've moved the technical groups final report into the work groups reports folder in the steering committee area.  The final report reflects a handful of changes:

1)     Comments and questions from the steering committee discussion in early March were discussed and addressed.  Much thanks to Nathan and Megan for that work.

2)     The draft was updated to reflect OCLC's pilot proposal.  I proposed to the technical group a question - we have a serious proposal from OCLC - does this impact our overall recommendations.  The general consensus was that it did not.  The overwhelming feeling was that if the first 3 years was to be a shakeout period and we expect a widely different technical landscape in 3 years - our time would be best served using this time to better understand what it takes to run a service.  With that said, there was also the understanding that OCLC proposal is offering DPLA-OHIO a convenient solution, and the steering committee may find the value of that convenience overly compelling.  Of course, if that was the case, my guess is that the technology working group, as imagined in this report, likely wouldn't exist.  I have a hard time believing that once we started working with OCLC, that we'd consider shifting from them (partly because it would put us in much more difficult place that we are now [i.e., needing to stand up a production system on day one, without any idea of how that system might work]) - so in that case, the technology working group (if it continued to exist) would be primarily focusing on innovative ways in which DPLA-OHIO might be able to utilize DPLA data (assuming the working group existed at all).

Anyway -- Liz, the recommendations that you need (the easy to read and digest ones) can be found in either the executive summary (for the brief recommendations) or in the recommendations section (for full description) of the report.
