[DPLAsteering] Service hubs and type of consortium

Orbis Cascade was concerned about getting a service hub up and running for its members first, and not concentrating on an onramp for everyone with applicable content, especially if DPLA fees came into it. So not so much a multi-state issue, but a type of consortia issue, especially if the organization is funded by member contributions. The implication was that these sorts of issues were driving DPLA to consider moving off the “one state one hub” model. I want to be clear that Orbis was not saying they would never offer fee-based services to other types of organizations, just that it was untenable to try and expand the service model immediately instead of for their members first.
