[DPLAsteering] Governance Working Group report is now available

I just made some minor changes responding to Liz’s point about the Digihub CEC. I don’t think I was there for the rotating member discussion (or I was paying attention to the furnace guy instead of you all). I tried to clarify that the Digihub CEC was one CEC composed of four Digihubs.
