I’ve asked the public library reps on the governance committee to give their feedback on this conversation, as they were the group that had the most feedback on the committee structures from those public library directors they contacted.

I believe the governance committee did alot of work on this. We need to consider what DPLA is expecting. The government will be addressing policy, funding and sustainability issues. We will have working groups to deal with issues of metadata technology and advocacy. Will the representative from the digi-hubs be well suited to represent the public library policy issues at the exec comm if their day to day focus is on managing the digi-hubs program and related interests?
We can look again at who is on the exec comm and advisory at other service hubs. I'm glad to do that. Liz

I just don't think you're likely to get a metro director's full attention on the committee, they have so many other things on their minds. That's just my perception, but I think you'd get better involvement from someone below the director when it comes to these huge public libraries. So I think it would be a mistake to specify that it must be the director.

I want to mention that in a previous conversation, and in the governance document, we defined that those that sit on the Advisory Committee be director-level, except for the Chairs of the working groups. The Executive Committee is defined as “Director or Director-level appointee from each CEC”. I believe it was Liz that raised the issue that we needed those people to be at a level that they either could commit to policies involving funding, governance, etc. or adequately represent those issues from a director-level perspective. It could be an assistant director, etc. but if you mean by "someone who supervises their own in-house digitization work” someone that doesn’t have, or routinely operate, at that Director level understanding of politics with a small “p”, funding implications, etc. then I would have concerns (if I were a public library). While I think that “representative” as language is fine, as a practical matter a practitioner-level CEC representative on the Steering Committee is creating a mis-match, at the very least in ease of communication back and forth to the Directors of the Digihubs. Actual practical issues and policies regarding metadata, technology, advocacy are going to be hashed out in the working groups and then brought to either the Advisory Group or or the Executive committee — what the CEC representative in the Executive Committee needs to have a head for, and readily be able to communicate about, is higher level commitments. We have a similar situation for standing committees and some director’s committees in OhioLINK and it wasn’t solved until we recommended that the independents and two year director’s groups send actual directors from those committees to the standing committees, not the least just because of the communication issues.
Do we need to define how they do it? We’ve defined it as “director or director-level” — do we need to go further into detail beyond “it rotates.”?

I doubt that we'd really be talking about the Director of a metro library (the Digization Hubs) serving on that committee, though I could be wrong. A more likely scenario, I think, would be that the four Directors of the four Digitization Hubs agree on one representative to appoint to the committee for a year at a time, with possible renewal, and that person would probably be someone who supervises their own in-house digitization work. So I think "representative" is a safer word than "director."
