[SOA] SOA agreement with the Ohio Historical Society for 2011

As you may remember, in 2010 SOA and the Ohio Historical Society signed
a formal agreement which formalized work that the OHS would do on SOA's
behalf. Council voted to renew this agreement with the OHS for the year
2011 with a few slight modifications.
