Tax Bill Threats Averted, Budget Still Up In The Air
The final Tax Cuts and Jobs Act<https://historycoalition.us10.list-manage.com/track/click?u=08692bfb14b4b62cef6bb2878&id=2bf77b18c5&e=994dc209a0>, signed by President Trump, did not include the taxation of graduate tuition waivers or the elimination of the Historic Tax Credit, both of which were threatened in earlier versions of the legislation. With regard to the budget, federal funding for history-related agencies and programs remains uncertain. Unfortunately, Congress continues to delay passage of a FY18 federal budget. The current deadline is January 19th, but another continuing resolution extending into mid-February looks likely<https://historycoalition.us10.list-manage.com/track/click?u=08692bfb14b4b62cef6bb2878&id=438337c8fa&e=994dc209a0>. Some have even suggested that Congress may avoid passing a FY18 budget altogether<https://historycoalition.us10.list-manage.com/track/click?u=08692bfb14b4b62cef6bb2878&id=e7381b3035&e=994dc209a0>, keeping programs funded at FY17 levels instead.
Favorable Oral History Revisions May Be Shelved
Following extensive advocacy efforts from the NCH and our partners, in January 2017 the Obama administration released revisions to the federal Common Rule governing research with human subjects. These changes, meant to take effect on January 19, 2018, would exempt oral history projects from disruptive and unnecessary Institutional Review Board oversight. However, the Department of Health and Human Services is now proposing an indefinite halt on the implementation of the revisions, a move that could continue to hamper the work of historians across the country. IMLS Reauthorization Legislation Introduced
Senator Jack Reed (D-RI) recently introduced legislation to reauthorize the Institute of Museum and Library Services, the primary federal agency that funds museum programs across the country. NCH will be advocating for the bill's passage. See Sen. NEH Awards $12.8 Million in Grant Funding
The National Endowment for the Humanities recently announced the awarding of $12.8 million to support 253 humanities projects across the country. Projects range from digitization of historic African American church records to traveling museum exhibitions to an educational game exploring the ratification of the Constitution. Title VI Reauthorization Bill Introduced
Senators Todd Young (R-IN) and Tammy Baldwin (D-WI) have introduced a bill to reauthorize Title VI of the Higher Education Act. Title VI funds essential international studies and foreign language education programs. NCH joins with a broad coalition of education organizations in supporting the passage of this bill. IMLS Releases New Strategic Plan for 2018-2022
The Institute of Museum and Library Services recently released a new five-year strategic plan, titled Transforming Communities, to guide the agency's programs and services from 2018 through 2022. The plan is structured around four strategic goals: promoting lifelong learning, building capacity, increasing public access, and achieving excellence. National Park Service Announces Grants to Support Diversity in National Register of Historic Places
The National Park Service has announced $500,000 in grants to fund projects to diversify the listings on the National Register of Historic Places. The projects will survey sites associated with currently underrepresented communities, including Native Americans, women, African Americans, Asian Americans, and Latino Americans, for future nomination to the National Register. IMLS Seeking Applications for Professional Development Grants
The Institute of Museum and Library Services is accepting applications through March 1st for "Museums Empowered: Professional Development Opportunities for Museum Staff." The program, now in its second year, offers grants ranging from $5,000 to $250,000 to support professional development in the categories of digital technology, diversity and inclusion, evaluation, and organizational management. Save America's Treasures Grant Program Now Accepting Proposals
The National Park Service, in partnership with the IMLS, the National Endowment for the Humanities, and the National Endowment for the Arts, is accepting applications until February 21st for $5 million in matching grants to support the preservation of historic properties and collections of national significance. The Save America's Treasures program requires that all federal money be matched dollar-for-dollar by private funds. New NEH Guidelines Benefit Smaller Institutions
The National Endowment for the Humanities released revised guidelines for its funding of museum exhibitions that will allow support for temporary, single-site exhibitions. This change was made in order to better support the needs of smaller institutions in underserved parts of the country. Deadline Extended in Search for Semiquincentennial Partner
The Department of the Interior has extended its application deadline to February 28th in search of a non-profit partner to serve as the secretariat for the federal commission charged with organizing events and programs commemorating the nation's 250th anniversary in 2026. NCH has been closely monitoring the plans for this commemoration to ensure that the historical community plays a prominent role in the commission's deliberations. State Department Releases Foreign Relations Volumes
The State Department's Office of the Historian recently released a new volume of the Foreign Relations of the United States (FRUS) series detailing negotiations over the Vietnam War between Henry Kissinger and Le Duc Tho from 1969-1973. The Office of the Historian has also continued its digitization of past FRUS volumes with the release of seventeen volumes covering the period 1900-1911.
