FY 20 Funding Bills Bog Down in Senate--CR Likely
Congress returned from recess this week with the end of fiscal year looming on September 30. The Senate Appropriations Committee has only passed two FY 20 appropriations bills and partisan bickering has gridlocked the panel's deliberations. By contrast, the House has passed ten of twelve FY 20 appropriations bills. So begins the annual practice of Congress passing short-term continuing resolutions (CRs) to keep the federal government operating after October 1. OMB/NARA Memo Sets New Electronic Records-Only Policy
In July, the Office of Management and Budget (OMB) and NARA jointly issued a new memorandum providing guidance on managing Federal records. In a major policy change, the memo mandates that all Federal agencies must transfer permanent records to NARA in electronic formats after December 31, 2022. In other words, NARA will no longer accept paper records as of that date. This change will obviously have far-reaching impacts on all users of the National Archives. Historians and Archivists Seek Release of Historically-Significant Grand Jury Testimony
Five NCH member organizations have signed onto an amicus brief in the appellate case of Pitch v. Historian Anthony Pitch has sought the release of grand jury records concerning the 1946 Moore's Ford Lynching in Georgia, a request that was granted at the federal district court level. However, the government is asking a federal appellate course to reverse the decision.

Grand jury proceedings are not open to the public, in order to promote uninhibited deliberations, to preserve jury anonymity, to protect witnesses from retaliation and intimidation, and to avoid alerting suspects. However, in several cases courts have held that one such exceptional circumstance in which courts may order release of grand jury records is where a case is one of significant historical importance. The amicus brief argues that the release of grand jury records in rare instances such as this are within a court's authority.
Public Citizen filed the amicus brief on behalf of the American Historical Association, American Society for Legal History, National Security Archive, Organization of American Historians and Society of American Archivists. IMLS Awards $21.7 Million in Museum Grants Funding

The Institute of Museum and Library Services recently announced grant awards totaling $21.7 million for museums across the nation to improve services to their communities.Through the agency’s largest competitive grant program, Museums for America, and a special initiative, Museums Empowered, a total of 130 projects were selected from 511 applications. Institutions receiving awards are matching them with $27.5 million in non-federal funds. National Archives Partnering with VA to Digitize Deck Logs

The National Archives has entered into an agreement with the U.S. Department of Veterans Affairs (VA) to digitize U.S. Navy and Coast Guard deck logs from vessels with Vietnam-era service. This partnership includes the digitization of deck logs from 1956-78. These records, in the custody of the National Archives, contain critical information required to validate the claims for those who served in Vietnam and establish service-connection for disability benefits. The VA has begun scanning more than 20 million images from the deck logs. Eisenhower Presidential Library Reopens After Major Renovations

Merck Grant Funds Smithsonian Exhibit on History of American Medicine

The Smithsonian's National Museum of American History was awarded a $500,000 grant for a 3,500 square foot exhibition titled, "In Sickness and in Health." This exhibition comes at the centennial of the birth of Dr. Maurice Hilleman, who is credited in developing more than half of childhood vaccines that are required by the Center for Disease Control and Prevention.The museum has not yet released the opening date of the exhibition.
