OPLIN 4Cast #648: Can a new branch of diplomacy help cyber warfare?

Huawei reported in last week's 4cast <https://4cast.oplin.org/?p=7580>continues
to unfold, it does so against a backdrop of other stories where technology
and international diplomacy intersect. As the Cyber Cold War expands, can a
new branch of diplomacy help keep it from heating up? Estonia, believed to
be one of the first targets of state-sponsored cyberwarfare
<https://en.wikipedia.org/wiki/2007_cyberattacks_on_Estonia>, is leading
the way.

   diplomacy” and the need to establish “arms control” for cyberwarfare among

   diplomats, who like most of us regular folks can get discouraged by the

   cybersecurity."
