[OPLINLIST] Out of State card holders?

OPLINlisters--

Is there any library that provides, for a fee, library
cards for people who do not live in Ohio?  The OPLIN
office has received a request from someone looking for
temporary remote access to particular resources.  If
you do have a procedure in place for issuing cards to
residents of other states, please contact me.
