[OPLINLIST] Stepparents

Our system currently requires that a parent or guardian fill out a
registration form for a minor to receive a library card.  How do other
libraries handle stepparents filling out the registration, updating, or
having access to the minor's record?  Do you have guidelines, or is it
handled on a case by case basis?  Do you distinguish between the spouse of
the custodial parent and non-custodial parent?
