(28 Nov) Access to this article requires a subscription. Late on Wednesday
last week, the U.S. Copyright Office announced new rules that create
exemptions under the Digital Millennium Copyright Act for certain groups.
For example, libraries and archives may circumvent access controls to
archive software and video games that have become obsolete.
